So as to comprehensively present and disseminate the practice and achievements of China's concrete and cement-based products industry in the process of strengthening the country with quality, the Secretariat of China Concrete and Cement-based Products Association has planned and organized a special subject of interview named "Strengthening the Country with Quality - Industry Brand Leaders in Action". The goal is to display and disseminate the excellent brands in the industry, create conditions and innovative mechanisms to promote the continuous emergence of brands from China and the world with excellent quality and distinctive features in the concrete and cement-based products industry.

Today, we would like to introduce the leader of China's prestressed concrete cylinder pipe industry (PCCP for short)—Beijing Hanjian Heshan Pipeline Co., Ltd.

Recently, in Hancunhe Village, Fangshan District with beautiful landscape, our reporter interviewed Tian Yubo, the chairman of Beijing Hanjian Heshan Pipeline Co., Ltd. (hereinafter referred to as "Hanjian Heshan"). Chairman Tian has led HankenHeshan cultivate in China's PCCP market nearly two decades, he believes that in the decades of major development of China's water conservancy, the use of PCCP is a quite appropriate choice, especially in long-distance large-caliber water-induction and transmission projects, PCCP is the first choice. In the process of accelerating the construction of powerful country with water conservancy, it has a long way to go and should not be delayed in promoting the high-quality development of China's PCCP industry.

Headquartered in Beijing, Hanjian Heshan entered the PCCP industry in 2004 and invested in 12 branches/subsidiaries and departments in Shanxi, Liaoning, Anhui, Henan, Hubei, etc. Over the past 19 years, during the period of China's rapid development in water conservancy, Hanjian Heshan has seized the opportunity and manipulate its business well, by virtue of the excellent performance in a number of key water conservancy projects, it rapidly grown to be one of the head enterprises of China's PCCP industry. In June 2015, it was successfully listed on the Shanghai Stock Exchange (stock code: 603616). In recent years, with the national economic transformation and upgrading, as well as affected by the three-year pandemic, the demand for PCCP has gradually weakened. In the face of the market's big waves, how does Hanjian Heshan cut through the thorns in the deepwater market and move steadily forward in the process of promoting high-quality development? In order to explore the answer, we entered Hanjian Heshan. They answer the question with their perseverance. Responding positively to complex situations, Hanjian Heshan implemented policy precisely, it launched the "two-wheel drive" model, which is based on the main business of PCCP with green environmental protection industry as a breakthrough, so that the enterprise could forge ahead in the tide of the market economy.

The decision-making level of the enterprise knows that science and technology is a primary productive force, talented personnel are the primary resources, and innovation is the primary driving force. Actively responding to the national call of "intelligent water conservancy", the enterprise transferred technical backbone to continuously inject new kinetic energy for the high-quality development of PCCP industry, such as the development of RFID intelligent management and control system platform for fabrication and installation of PCCP pipeline. At the same time, grasping the opportunities for the development of the environmental protection industry brought about by the national "14th Five-Year Plan", while vigorously developing the pillar industries, Hanjian Heshan established the Environmental Protection Department, and strived to make the enterprise become a green energy-saving environmental protection comprehensive service provider. The operation of "two wheels" enables the enterprise to realize the goals of diversified industrial structure, solid economic support, green business model and broad operation platform. 

Opening up the international market is another "good move" made by Hanjian Heshan. Concrete and cement-based products industry is an important basic material for infrastructure and housing construction, it is also one of the important industries to participate in international cooperation and "go out" to take part in the construction of "Belt and Road". Under the call and guidance of the "Belt and Road Initiative", Hanjian Heshan has actively followed it up. “Going abroad first and developing then” was established as one of the important development strategies of the company by Chairman Tian. Through many field visits and full justification, the company made a decisive decision to register and set up a wholly-owned subsidiary in Zambia in November 2018, named Beijing Hanjian Heshan (Zambia) Co., Ltd. At present, the company is located at 22 miles of Great North Road in Lusaka, the capital of Zambia, covering a total area of 14 hectares, with a total project gross floor area of 46,700 square meters, including pole workshop, drainage workshop, office area, dormitory area, laboratory, warehouse, etc., a large-scale precast concrete product base has risen up and put into production. Hanjian Heshan has become the first Chinese concrete pole company to go to Africa, and it is also the only company that produces concrete poles in Zambia. In order to realize the business pattern of building a regional production base in Eastern and Southern Africa as soon as possible, the company firstly gained a firm foothold in Zambia by building "Made in Zambia", then it began to vigorously develop the market in neighboring countries. With the "Made in Zambia" signboard, the company's products have been successfully sold to the Democratic Republic of the Congo, which has been well received by customers. Procurement intentions have also been signed with Mozambique, Malawi and other countries.

How does Hanjian Heshan establish its product quality advantage and quality management system in the African market? It is indisputable that local registered enterprises must comply with local norms and standards when carrying out business activities. Strict technical standards and norms, continuous improvement of product and service quality are the solemn commitments of the Chinese constructors to the partners of the countries related to the "Belt and Road". As Zambia has never developed precast concrete poles, pipes and other precast products, it is very difficult for Zambian companies to promote its work in design, product usage and technology promotion. The company started with norms and standards, considering the current status of Zambia's reference to ASTM standards, it developed strict enterprise product standards and actively promoted the inclusion of standards in the Zambian Bureau of Standards to become national standards or technical standards of power companies; the second is to increase publicity to gain recognition from many parties. The company certified its products, registered for patent certification of appearance product of concrete pole. The patent certification of trademark ensures the uniqueness of the company's products in Zambia. The personnel of Hanjian Heshan will always remember the historic moment when the first concrete pole they produced was successfully launched in the African continent. 

August 1, 2019, it is the day that can be recorded in the history book of Hanjian Heshan (Zambia). With the successful launch of the first concrete pole with a tip diameter of 190 mm and a length of 12 meters, it marks that the production line construction of Hanjian Heshan (Zambia) has achieved a stage victory, and the root of Hanjian Heshan have been slowly rooted into the vast African continent. 

It is a heavy responsibility to open up new territories. After the completion of the project, it will produce 50,000 pre-stressed concrete poles and 50 kilometers of drainage pipelines annually, which can solve the employment of more than 100 people locally. Under the premise of stabilizing, strengthening and consolidating the Zambian market, the company is also expanding to the whole South Central African market, supplying precast concrete products with high cost performance, focusing on eco-friendly, technologically advanced precast concrete products, such as pre-stressed concrete power poles, lamp posts, telegraph poles, concrete drainage pipes, box culverts, gate culverts, inspection well products, curbstones, paving stones, slope blocks and railroad sleepers, etc. The company is moving steadily towards the goal of creating a "precast concrete product base" that radiates throughout South Central Africa.

Over the years, China's PCCP industry has been fully committed to carrying the national key projects of irrigation and water diversion. Since its establishment, Hanjian Heshan has always been in the first echelon of PCCP industry, serving as the main backbone manufacturer of PCCP series products for the construction of national large-scale water conservancy projects and inter-basin water transfer projects.

Hanjian Heshan is the vice president unit of China Concrete and Cement-based Products Association (CCPA), the executive director of Chinese Hydraulic Engineering Society, the executive director of China Water Engineering Association, the director of World Cement Association (WCA), and the member and one of the initiators of Committee on PCCP Quality Innovation. As the main drafting or participating unit, it participated in the preparation and drafting of GB/T 19685-2017 "Prestressed Concrete Cylinder Pipe" and many other national, industry and association standards; it has been authorized 58 national patents (including 3 invention patents). It has won the second prize of Da Yu Hydro-science and Engineering Award issued by the Ministry of Water Resources twice, the "First Prize of Excellence Award for Beijing South-to-North Water Diversion Project (Scientific Research)", the "Advanced Collective Award for the Construction of the North Main Line Project of the Yellow River into Shanxi Province in 2010", the Beijing first prize for science and technology and many other awards. It is a national high-tech enterprise. In recent years, the company has been listed as one of the top ten enterprises in the PCCP industry by CCPA for many times.

Water Diversion Project

At present, in the hot construction of Inner Mongolia's large-scale water conservancy project “from Chaoerhe River to Liaohe River", Hanjian Heshan is the PCCP enterprise that has consecutively won the bid for the first and second phase of the project, becoming one of the main service providers of the project's PCCP.

The main products of Hanjian Heshan pipe industry are prestressed concrete cylinder pipe (PCCP), drainage pipe, commercial concrete, concrete box culvert, steel penstock and pressure steel fork pipe, and it is one of the enterprises specializing in the production of concrete pipeline with the most complete varieties and specifications in China, whose footprints have spread over half of China, in the country's most famous water diversion projects, they have created high-quality projects by Hanjian speed, Hanjian service, Hanjian quality, and winning the reputation and word of mouth that belongs to it forever.

The composition of PCCP consists of steel sheet, joint steel ring, prestressing wire, concrete and high-density cement mortar and other materials. It is a composite pipe which needs a process of steel cylinder production, die molding, prestressed wire wrapping, cement mortar protective layer production and external anti-corrosion layer production, the inner diameter can be up to 4 meters. This pipe combines the advantages of steel and concrete, both the toughness of steel and concrete; it eliminates the susceptibility of steel to corrosion and compensates for the brittleness of concrete. PCCP pipe body is buried deep in the soil, which can be friendly and durable with the earth for more than fifty years. This unique product attribute has been integrated into the bloodline of Hanjian Heshan people and will be always accomplishing the dream of Hanjian Heshan people.
